Heh, so, predictably, the thing I said about taking it straight to the shop was a lie. I called one and they said the part would be about $600, and I’m okay with just taking it out where I could manually un-jam it if it somehow jams again.

So now I am getting some experience removing shear-head bolts. I took my dremel tool and ground out slots in the heads, and I have the one on the left side out. It was difficult to unscrew, which was likely due to the blue loctite I found in the threads. The one on the right I have a few turns out, but now it’s stuck and with the angle I have on it (and the size of my flathead screw driver) I’m starting to strip the head. I tried heating the bolt with my soldering iron to soften the locative,  but it didn’t seem to heat it up much. Gonna pick up a heat gun tomorrow (which I’ve been wanting to get for a while anyways) and give that a shot.

Honestly, if that's parts and labor, it's 400 less than I expected. Which I know isn't cheap, but silver linings!

Here is a DIY for fixing the steering lock (which I’m sure you already found). Sounds like you may be able to get it to work for free, but that installation of a new part will be the cost of the part, labor and time to program it using dealer software.
